REGULATIONS

"Castellinaria - International film festival for youth" is an event destined to the awareness of the cinematography for youth. It is held every year in Bellinzona, capital of the Canton Tessin (Ticino)
The event has the support of the UNICEF Swiss committee, of the Swiss Cultural Affairs Office, cinema section, of the Tessin government, of the city of Bellinzona, of Ticino Turismo and of Bellinzona Turismo.
Other private sponsors also support the festival.

ART.1
Castellinaria wants to encourage the production, the making and the distribution of good quality films for youth. A special attention is paid to the films of artistic, pedagogical and humanitarian qualities with the goal of stimulating the knowledge and the understanding between people and cultures: for this reason special importance is given to the active participation of the entire school institution.

ART. 2
The board of directors decides the participation of a film in the festival. The producers, the distributors and the makers who want to present their films must do so by presenting their works to the artistic commission that will decide upon their admission to the festival and the attribution to the specific section.

ART. 3
The 22th edition of the Festival will be held from 14th to the 21th Nov. 2009.
The festival has 3 competitive sections and includes other non-competitive sections.
- the 6-15 COMPETITION, in which movies have to be longer than 60 minutes, in 35mm, of recent production, made under the recent cinematographic standards, made for cinemas and for a public up to the age of fifteen.
- the 16-20 COMPETITION, in this section movies must be longer than 60 minutes, in 35mm, of recent production, made under the modern cinematographic standards and for a public from 16 to 20 years old.
The films shown in both COMPETITIONS can have been presented in other festivals outside Switzerland.
Industrials, advertising and documentary films are not accepted.

ART. 4
For the other sections of Castellinaria (and particularly those with historical or monographic themes) art. 3 is not applied.

ART. 5
The films are presented in original version, without interruptions, with an "over voice" translation or electronic subtitles. The movies not made in Italian but dubbed in that language can be shown in that version.


ART. 6
A jury composed of the pupils of the last year of the secondary school (with the help of a coordinator) will watch all the films in 6-15 COMPETITION and will give the official "CASTELLI" awards (gold, silver, bronze) associated with the prizes given to the filmmakers consisting of Sfr. 3000.- for gold, 2000.- for silver and 1000.- for bronze.
The same jury will watch all the films from section 3; 1000 Sfr. will be the prize for the winner.

ART. 7
Another jury composed of pupils from the last year of the "Scuola media superiore ticinese" and pupils from the same age coming from other schools, from other Swiss cantons and from other European countries, will watch films from 16-20 COMPETION. This jury will give a prize to the best filmmaker in their judgment and a prize called "Ambiente e qualità di vita" (environment and quality of life) to the film that better represents the themes linked to the environment and the quality of life.
Other autonomous and independent juries can exist upon the approval of the executive committee of the festival.

ART. 8
In order to allow the printing of the official catalogue of the festival and the simultaneous translation of the films the people concerned with the presentation of the films are asked to forward to the Castellinaria secretariat not later than the 3th of Oct. 2008 the following material:
- Castellinaria entryform
- A complete list of the dialogues in one of the following languages: Italian, French, German, English; with the exception of the films in Italian;
- a videotape (VHS) / DVD
 - Documents on the film (press kit; stills; etc.)

ART. 9
All the selected films (35/16 mm) for the different sections must be accompanied by their advertising material (billboards, press book, playbill and 1 Beta with extract from the film) to be sent to this address:

ART. 10
The festival becomes the owner of the following material (solely for archive purposes):
- 1 videotape of the film (VHS) / DVD
- 1 dialogues list of the film
- The documentation and the advertising material

ART. 11
The shipping fees of the videotapes / DVD presented for the acceptance to the festival are to be paid by the film's representatives. The shipping fees of the accepted films for the different sections are to be paid by the film's representatives if not otherwise agreed upon.

ART. 12
The Festival covers the insurance expenses for the films from their arrival at the Festival until their handing to the shipping company. The insurance covers all risks. The Festival is not liable for any damage caused to the films caused by normal use.

ART. 13
Generallyspeaking, the Festival covers the journey and hotel expenses (for a maximum of 3 days) for the filmmaker or the main actor of the films in competition in the feature films.
Unless otherwise agreed no other costs will be covered by the Festival for the filmmakers and actors of the other sections. The Festival does not cover expenses for any other person wanting to be present in Bellinzona but is willing to make the necessary arrangements.

ART. 14
The Festival direction prepares and sets the general program as well as the times of projection. All the accepted films inserted in the program will not be allowed to be withdrawn; they will be shown to the public for a maximum of 3 times during the Festival.

ART. 15
The participation to the Castellinaria Festival implies the acceptation of these regulations.
